The youth group was encouraged to play sports, believing that by honing their minds and training their bodies at the Hoza, young men could become strong both mentally and physically. On April 19581, the Headquarters Youth Division became independent from the Guidance Division of the Educational Affairs Department as the "Youth Division" and became a national organization. A youth festival immediately followed.
